The Pegasus Research Foundation (PRF) is a 501(c)(3) non-profit entity formed to serve the information exchange and sharing needs of local law enforcement, emergency responders and critical infrastructure sectors throughout the United States. The PRF administers the Pegasus Program under the policy guidance of the Pegasus Advisory Board. The Pegasus Research Foundation is led by Dr. Lee Colwell, who serves as Program Executive for the Pegasus Program. Dr. Colwell is a former Associate Director of the FBI and one of the Nation's leading authorities on public administration and law enforcement policy development. He has been instrumental in the implementation of local law enforcement information exchange technology.

The Pegasus Research Laboratory (PRL) is the National Sheriffs' Association's certification authority for the First Responder Authentication Credential (FRAC), an identification card for first responders and personnel of the public and private sector requiring entry and reentry into secure non-Federal facilities and disaster areas. The PRL provides certification services to vendors of identity authentication cards and equipment. The Pegasus Research Laboratory's certification process complies with the Federal Information Processing Standard 201 (FIPS 201) for personal identity verification.

The Corban Group is a management consulting and information technology strategy firm that focuses on applying new processes, applications and technologies that enable clients to achieve their highest levels of productivity. The Corban Group provides technology and integration consulting services to the Pegasus Program.


 
PTC

The Pegasus Technology Consortium (PTC) is a conglomeration of experts providing information and technology services to the Pegasus Program and the local law enforcement agencies, emergency responders and critical infrastructure sectors served by Pegasus. The PTC operates under the policy guidance of the Pegasus Research Foundation and the Pegasus Advisory Board. The Pegasus Technology Consortium is led by the principals of Maximum Information Technology, Inc., Dennis Kelly and Joe Powell, who are also Pegasus Program project executives.
